I was promised a house by an elderly woman that I used to take care of - she wrote out on a piece of paper that she wished to give me her house, she signed & dated it. My question is...she has dementia - is this a binding contract?

If she did not have the capacity to make a will, then it would not be binding. If would depend on what her mental condition was at the time and what the circumstances were surrounding the event of her signing that document. If you pursued this matter, it would be up to a probate court to decide if it was binding.
