Abandoment

My cousin's 19 month old has been staying with me. Her mother is pregnant again and has asked us to adopt the new baby. Both parents are on drugs and the mother is jumping from house to house with no permanent residence for them. I have been providing all the support and needs for the child. The mother calls every day but only sees her about an hour or so a week. Is there anything I can do to get more stability for her?

What do you mean by 'more stability'? If you would like to adopt the child, you might be able to. You would start with the consent of both parents.
