If a mother signs her parental rights off to her child and the fathers name is on the birthcertificate and he does not sign his parental rights off and is paying child support can the minor child be adopted

A Court might entertain an argument of abandonment IF the only thing the father did was pay support and otherwise had no contact with the child. Generally, however, your are correct in that the father would otherwise have to consent to adoption since he does retain his parental rights.
