Age of Minor to Petition the Court

At what age can a minor child petition the court to change custody? My step-daughter was in shared parenting with her mother when I first met her, then a case of child molestation was brought forth against her step-father, which in turn gave protective/custody to her father. But now her father and I are about to be divorced and she would be much happier with her mother again. Who would she have to seek to petition the court to once again live with her mother? (her ex-step-father is in prison)

A child has no standing until he or she is 18. The parent who she wants to be with must file the motion for custody.
