Back Child Support

I am currently in the Franklin County court system. My ex owes me a little over $10,000 in medical and birthing expenses. Is it possible to not let him claim my child on his income taxes since he has a balance and does not have any physical contact with my child? Is it also standard policy that the person not supplying medical insurance owes the first hundred dollars in medical expenses for the year?

You must refer to your divorce decree as to the tax situation. If the decree is silent, then the party that provides more than 50% of the annual support for the child can claim that child under federal tax law. The $100 provision is a standard part of every divorce decree.
