Legal Question in Family Law in Ohio

How do I challenge a non ruling where the Clerk of Courts has rescinded my motions based on jurisdiction? CSEA suspended my license without warning and I filed motions for Injunctive relief, Administrative review, and Discovery which they claim have to be through the CSEA and not the court. In Ohio, and I would believe in all states, you can file motions with CSEA or the court the original divorce was through. My ex-wife has been deceased for some time, my children are their mid 20's, and almost all of the arrears are from when I was recovering from a head injury after a no fault car accident. Trust me this whole case gets even more ridiculous so I will stop with that.

In Ohio, there are laws allowing the BMV to suspend your driver's license when certain things like child support remain unpaid. But the proper route to fight this would be to go to the court which issued the suspension and fight it there, either through appeal (if still timely) or through a motion to reconsider, or a motion to lift the suspension.
