Name Change

If the custodial parent of a child Born out of wedlock changes it's last name without consent or notification of absent parent is the alleged father still liable for paternity establishment and support of the child?

If the child was born in the State of Georgia, then the father has no rights until he legitimates the child. However, the father is still responsible for child support obligations. The name change does not terminate his obligation to support the minor child.
