Changing a childs last name

I am getting remarried in two weeks. My future stepson wants to change his last name asap and he is 10. His father only pays child support 10 times a year and hasnt seen him in 5 years. How hard is it and what do I need to do to change his name?

it should be no problem, but since he pays child support, the court will in all liklyhood require the consent of the father for the name change
