Legal Question in Family Law in Ohio

Child Support

My boyfriend was ordered to pay child support in a temporary order. The child support office said they would not start collecting until it was a final order and they would just make everything back child support. They told him if he sent her any money that did not go through them it would be considered a gift to her. But now they are trying to charge him with contemt of court for not paying the child support. So how does he deal with this situation.
