Child support

My husband and myself are planning a trip to Europe.He is paing child support for his dauther from previous relationship but he owes from 4 years ago and they won't give him a passport.Is there anything we can do?They told him he needs to pay 5000$ and we don't have it.We already boght the tickets and were planning to leave end of november.Now they are holding his passport.

I was not aware that a state child support enforcement agency could hold up a person's passport who owes child support arrearages. But,

in a way, I guess, it makes sense from the perspective of why should a person who legitimately owes back child support be permitted to go galavanting off to Europe and spend money on a European vacation which could otherwise be used to pay off his child support arrearages?

Your husband had better find a way to pay off or make other arrangements to settle these arrearages or otherwise his prospective jaunt to Europe will not happen.
