Legal Question in Family Law in Ohio

Child Support

Payment of child support has been completed for 18 1/2 years from Cuyahoga County. Approximately 4 years ago child and mother moved to Summit County. Child support was applied for from Summit County while she was receiving support from Cuyahoga County. Summit County has successfully taken all tax returns both State and Federal. How can that be? The county where the support was ordered and fulfilled is satisfied. Isn't applying for child support in another county and not telling them that you are getting support from another county for the same thing illegal? Trying to get any help or information from the Summit County Child Enforcement

agency is impossible. Please help..
