I have had my child support payments taken from my paycheck for the last 7 years. I am being laid off and will collect unemployment benefits. Can CSEA take money from my savings and retirement in addition to deducting from my unemployment benefits?

The CSEA will collect child support from your unemployment. The amount will depend on your order, the amount of the unemployment and the Consumer Protection Act.
The CSEA can seize money from your bank account through the FIDM (Financial Institute Date Match) program. They are not required to seize this money and will often not do so if regular payments are being received (even if they aren't the full amount). This is usually a decision made by a case manager or supervisor. You must be notified of any FIDM actions and there is an administrative process by which to object.
The CSEA usually will not attach your retirement unless and until you begin to receive those benefits. They can attempt to do so under a Qualified Domestic Relations Order, but most agencies will not do so because of the liability of drafting a QDRO.
If you are laid off, you may qualify for an administrative adjustment. Contact your casemanager an ask him/her to send you a mod packet.
