if for more than 2.5 years I was sending monthly payments to the custodial parent and csea establishes an amount more than the amount sent, can the court order arearages? this is an out-of-wedlock case.

I believe they can because the arrangements were made out of court. Payments that are not court-ordered are considered gifts.
