Does my ex-huband's new wife have the right to his visitation when he is at work during his scheduled visitation time?

The parenting plan was agreed to between you and the child's father. The fact that work is the reason for your ex-husband's absence and not something irresponsible, makes it difficult to say he doesn't have a right to this time. If his schedule continues to conflict with visitation then you both should change the shared parenting arrangement.
