Does a 15 year old child have the right to ask that her biological parents rights be terminated in order to be adopted by another non-family member?

He or she can hire an attorney to ask Job and Family Services to get involved on the child's behalf. However, parental rights will not be terminated without a proper hearing, and a showing by clear and convincing evidence that such termination would be in the best interests of the child. A subsequent adoption might occur after the minor has been in state custody for a period of time.
