If child's mother dies can she leave the child with her mother rather than the father of the child?

In Ohio, there is a legal presumption that the child will go with a surviving parent rather than a non-parent. But if the other parent is shown to be unfit, then the court can order custody in someone who is capable of being a parent to the child.
