If there has been a restraining order issued against my husband proventing him from selling andy of our property but none issued against me can I sell a vehicle licensed in my name only?

Yes, but read the restraining order very carefully before acting. Even though the vehicle is in your name, it might be considered marital property if it was purchased during the marriage.
