I have full custody of my children, my ex-husband has rule 28 visitation. I'm taking the girls on vacaton - not during his time, he said I have to have his permission. Is this true

Typically, you are permitted to take your child on any vacation you wish. This is especially true when the children are with you during your time. The local rule in the court in which the decree was ordered should clearly spell this out. If he is adamant about you not taking a vacation, you will have to get the court involved. Tell him that all courts would permit a vacation and that many of them would require him to pay the cost of your attorney to request this. In short, tell him to grow up.
