Legal Question in Family Law in Ohio

I have custody of my two grand daughters. Their father is in prison, the mother was charged for drugs, selling ( with the children present) and at a local high school. She has probation. I have the girls due to her gross neglect of them. She calls them and make promises that never happen, she rarely sees them or calls them. When she does again she lies to them. She went as far as to meet us, go with us to a store where she allowed them to pick out school items and put them in lay away. She weekly called promising to bring them for 3 months finally she said she didn't have them. Her promises hurt the girls and I would like to stop their pain. She pays nothing on them because the court assumed she would go to jail.
