No judge is going to make her move to Ohio if she applies for support. The good news is since she has been out of Ohio for 5 years Ohio is not where she will apply for support. She should file in the state where she lives. He will then have to go there to defend the case.
This is commonly what is referred to as a interstate case. Your daughter should go to the local child support agency. They will gather information and forward it to the county where the father resides. Paternity and/or child support will then be conducted by the Ohio county where the father resides.
