can my daughters father change her last name to his without my consent by going through the court system?

In Ohio, this depends upon who the Court says has custody of the child. The custodial parent would have the power to do this, but if you petition the court for a hearing on whether this is in the best interest of the child, then the court could put a stop to it if it found that changing the child's name was not in her best interest.
