dissolving parental rights and obligations of minor child

Can you sign over all parental rights and obligations to a parent of a minor child without a divorce? My spouse and I do not agree on major issues such as drinking, drugs, crufew and open sexual relationship with an adult. Minor is now being allowed to stay where he wants, do what he wants and only calls home to parent when he needs money. Minor child is 16 years old.
