If a divorce decree states that certain things have to happen in a certain time frame, why does a person have to pay more money to file contempt of court charges against the person who is not doing what the courts have already ordered them to do?

What happens is that in a contempt hearing, if the other person is found to be in violation of the court order, that person is also responsible for court costs and all attorneys fees. The person who files the motion usually pays his or her attorney to do the job and has to wait until the hearing for the other person to be found in contempt.
