How long do you have to give the opposing attorney to respond to a request for negoting a final settlement of a retirement fund awarded to a plaintiff, before if incurrs negligence and nonfeasance or promissory estoppel?

A 'reasonable' time. Reasonableness depends on the circumstances. If you determine there is no good reason for the wait, work through the court.
