divorce settlement

in my divorce settlement,,my ex was suppose to get a car loan that was in my name ,,put in her name and make the payments,,,becouse she has the car,,she never did put it in her name or make any payments,,the loan company said they are going to garnish my wages for the payments,,no matter what the divorce settlement said,,can they do that?
