Is a TRO issued by an ohio judge about

an alleged abuse that was to have occurred in the state of Ky a valid TRO?

Most states provide for restraining orders to issue either in the jurisdiction where the alleged incident occurs or in the jurisdiction where the alleged victim is currently located. So, the answer is almost certainly yes.

Probably (because I don't know all the facts). The issuance of a TRO is not an adjudication of the incident that occurred in Kentucky. It is simply evidence of behaviour. Best regards, Edward DiCato
