Establishing parental rights

My son found out he has a daughter by a women he is not married to, he is trying to establish paternity, child support and at least visitation if not shared custody. Since she never returned the paperwork that the child support enforcement agency sent her he now has to go to court. The prosecutor's office told him he does not need a lawyer, he can answer the complaint in writing himself. Is this true and where would we go to find guidelines for answering the complaint? Thank you for your help.

Go through each paragraph and either admit, deny or deny for lack of knowledge each paragraph. Look to the civil rules for a more specific answer
