Legal Question in Family Law in Ohio

My ex-husband wants to relenquish his parental rights to our three children ages 10, 5 & 4 and let my husband adopt them. My husband and I have been married since July but have been together for two years. He has a very loving relationship with my kids and they all call him dad. We have no idea how to start his process and what all it entails. I need to know an estimated cost, how long it will take, and what steps both my ex and us need to take to see this through.
