In Ohio, prosecutors have discretion to pursue or not pursue charges of criminal conduct. If you feel that the prosecutor's office is improperly not following up on a credible report of illegality, then your best bet would be to go to the newspapers with the evidence you have. Being a prosecutor is an elected position and prosecutors that are seen as being soft on crime don't often get re-elected.
