Legal Question in Family Law in Ohio

Does a father have to go to court to establish visitation rights? This child did not come from a relationship, or a marriage, just a one time thing. The mother does not want father to take child at all for ANY visitation except in her home. It is not a matter of trust because he is a very upstanding public servant. Just a matter of control. She is being unreasonable. Need to find out what the cheapest and quickest way to establish visitation rights. Paternity has been established already. OHIO

I don't know about the cheapest and quickest, but the appropriate way is to get visitation established through a court order.
