Legal Question in Family Law in Ohio

My girlfriend went through a messy divorce.... Was in an abusive marriage.. One day her ex husband went to her parents and signed his right to their two kids to them....her parents lied to her about what she was signing and it ended up that she signed her right to them also...they got divorced and she signed papers to get her rights back but he walked out of court without signing to get his rights back... It's been over 4 months and he still won't sign the papers... She wants her kids back and she wants him to pay child support... He won't sign the papers because he doesn't want to pay child support... What can she do?

In Ohio, I am not aware of any law that allows a father to avoid his child support obligations by signing pieces of paper reporting to transfer his rights as a father to someone else. However, without having seen the court orders establishing his paternity and setting up his obligations I do not have the whole picture.

Normally, if a man is adjudicated as the father of a child the order establishing paternity requires him to make child support payments. If he refuses to make those payments, then the remedy is to file a motion for him to show cause why you should not be held in contempt of court for failure to abide by the court's orders.
