Legal Question in Family Law in Ohio

My grandaughter is 13 years old. She has 2 Brothers and 1 new Sister. She recently moved to a new town (last year) and did not like the school and her grades have been highly dropping and i have began to be concerned. She has told me several times that she wants to live with me and now i am starting to think that it would be in her best interest. She has stayed with me before for about a week and she was getting decent grades the whole week. at her house with all those children running around she does not have a quiet place to work and study even though she has her own room, they live in an appartment and the walls are paper thin. Her mother would NEVER let her stay with me but My grandaughter and i both know it would be in her best interest. my goal is not to keep her forever but i would like to try it out and see how it goes. if she would in fact do better in school and have a better time. she is never happy at home (so she has told me) and she is only happy when she is at my house. please please let me know if this is legal and if we could arrange this legaly without her mothers permission.

For kinship care in Ohio, which is what this would be, you would need the permission of both parents, or one if the other parent cannot be found, in a written affidavit or power of attorney to legally care for your grandaughter for up to a year.
