Do grandparents, uncles, aunts have rights see and do things with grandchildren, neice and nephew when parents are keeping them away for no aparent reason?

Grandparents do but generally not aunts and uncles. The grandparents would need to file paperwork for visitation if they are not being allowed to see their grandchildren. I would be happy to help with this.
