guardianship on an adult sibling

my sister 35 yrs old is disabled is slow and doesn't understand alot of imporant things..should she have a legalguardian to watch over her her father is still alive our mother is deceased

Based on what you said I believe she should have a guardian. But, I would need more facts to say for sure.
