Is it illegal to keep your child for the weeks that the other parent is supposed to get the child if the parents are divorced and have a agreement that the other parent gets the child every other week?

In Ohio, it depends upon what kind of "agreement" you are talking about. If there was an Agreed Entry that was signed by the court to establish custody and visitation rights among the parties, then if one party denies the other his/her rights under the agreement, then the aggrieved party can bring a contempt of court action with the Court that issued the Agreed Entry.
