In Ohio, if you are not married to the child's mother, then you have no rights at all to see the child unless you have established paternity through the Juvenile Court in the County in which the mother and the child live. When this happens, the Court will also typically set up a visitation schedule for you to see the child and be involved in her life.

If the mother is violating the court's order by not allowing you to see the child, then you can bring an action against her for contempt of court, and the court will use its power to make sure that you get visitation, up to and including transferring custody to you and/or possibly even jailing the mother.

Be advised though that your first few visits with the child will likely have to be either supervised visits or visits with the mom present since the child will not know you and it would be stressful for the child to just go off with what she perceives to be a stranger for a weekend all of the sudden.

As a member of the Air Force, you can consult with Base Legal Operations (that is what they were called when I was in the Air Force) and they can give you legal advice on how to proceed.
