Jurisdictional Transfers between States

My Fiancee moved to Texas in July 2001. We were married in October. Is there any agreement between States that allows for jurisdictional transfers of child cases? My wife and children have lived in Texas for more than 6 months and the courts in Ohio are not allowing the transfer. Also, what are the circumstances which could prevent the transfer? The only thing that has happened in this case was that the biological father filed a bogus contempt charge dealing with visitations (he did not exercise his visitation but filed charges anyway). These charges have recently been dropped in Ohio. They were, however able to modify the visitation schedule to an out of state version while they were in court which we feel was the goal as well as blocking the transfer somehow. Any help would be appreciated in this matter.

Enforcing a foreign decree is covered statutorily and is very technical. It is my suggestion that you get counsel to help or else it will take a very long time.
