keeping child in state

my son lives with a woman and they have a child that will be 9 in may. the woman wants to take the child to arizona from ohio, and father believes she is going to take the child out of school one day and just leave. what are his rights in this matter?

If they haven't already done so, he first should establish paternity. Following this, he can then work through the courts to determine custody. I recommend consulting with a lawyer if he believes the child's situation could change.
