Non-custodial parents' rights

What rights does a non-custodial parent have in determining the child daycare of a three year old child? My ex-daughter-in law is going back to work and is having her live in boyfriend babysit my grandchild during the day (6-8 hour periods every day). My son would like the child to attend a daycare center instead. Does he have any legal rights in this matter?

His best course of action is if he cannot get her to agree, he should file a motion with the court to change the child care arrangements, assuming there is something detrimental about the boyfriend directly affecting the child.
