If parents have "Joint" custody and one parent takes and hides the children from the other parent, how do you get the case prosecuted?

The hard part is going to be finding the child. If you have a general knowledge where the parent and child are, it is a crime in Ohio to interfere with custody. If the child is out of state, the FBI may get involved. the prosecutor may be reluctant to file charges, but you have to be insistant. Once there is a warrant out for the "thieving" parent the police will pick him or her up or if they are stopped for a speeding ticket, the cops will arrest them.
