If the other parent is refusing to abide by the visitation order, you can file a citation for contempt with the court that originally ordered the visitation. If the party is found in contempt, you may be entitled to attorney fees, as well as an order for him/her to comply with the original order. The court may also order make-up visitations, and may order a suspended jail sentence for the offender.
You should really contact an attorney if you're having trouble with a situation like this. An experienced lawyer can advise you how to proceed.
