Legal Question in Family Law in Ohio

can a police officer ignore a pfa my mom has my brothers child and she has a pfa against his girlfriend the gf is trying to take the baby back from my mother with a paper stating the case is closed but theres a pfa with my mothers name and my neices name stating the mother is not allowed to be in contact with the daughter or mother in law the police are threatening my mother with obstructing justice if she dont violate her own order of protection
