Exactly what does it mean to have a power of attorney for a person that is still living?

A power of attorney is a wrriten document signed by a competent person, which is witnessed by two other competent adults, and notarized, by which the first person gives another the power to act on his behalf, and in his stead in whatever situations enumerated in the document.
