power of attourney

I have power of attourney over my mother she is living with my sister in another town my sister was added to bank acct and is charging money to take care of my mother can i just sign over my power of attourney to her and be off everything.

No. Your mother has control over the power of attorney. You are only appointed. You can ask your mother to prepare another power of attorney if your sister is not listed as an alternate on this one.
