Relinquishing Parental Rights if both Parties agree

In a never-been-married, parentage-confirmed case where mother will not agree to a regular visitation arrangement because 7 year-old shows little interest in knowing father and has only spent one year visiting with dad on occassion becaus neither parent showed interest in a visitation arrangement for the first 6 years, if both parents agreed could parental rights be relinquished? And if so, would this inclued removal of father from Birth Certificate and Child Support obligations?

I am not aware of any Ohio court that will permit a relinquishment of parental rights and responsibilities. As a public policy matter Courts want legitimacy established for children. Further, if the mother would receive public assistance, the government wants another means of recovering the costs from the father.
