What rights does a father have when his childrens mother will not let him see or talk to him when he has the legal right to do so and is paying his child support?

In Ohio, if one parent to a court ordered custody arrangement is not living up to what the court has ordered, then the other parent can enforce his rights by bringing a contempt of court proceeding against the parent not obeying the court's orders.
If the court finds that the other parent is not abiding by the court's orders, the court will punish the non-obeying parent with sanctions, including fines, attorneys fees, and even jail time.
