Legal Question in Family Law in Ohio

In the state of Ohio can a step parent have custody of step children mandated to them when the father left the home 3 weeks ago and left the children in my care. The biolgical mother does not have a problem with the children staying with me. The father nor mother have helped to support the children ages 18 (on 9/10/09) senior in high school and the other child is 16. Both prefer to stay with me. The father an abusive alcholic, unemployed (unemployment benifits about to expire), and has no home.
