can she take my step- son out of state?

my step sons mother is trying to movev out of state cause her bfs job got transferred she has a good job with medical for him if she moves he wont have that. We have a reg wed. and every other wkend visit. and 4 wks in summer. she only wants to give me from july 15-aug 12 every year and thats it. he cant play ball like he does every year cause hell be here then and its too late to start.. court is backed up 6 mnths. will she have to wait to move. Shes trying to move i think to place residency before we can file... what advice what can we do?
