can teenage children refuse

my wife & I have full permenant custody of her 2 nieces. the mom has set visits. can the girls legally refuse to go visit their mom. the girls are 12 and 16.

No child under te age of 18 can refuse to go to vistation. The residential parent must make them available at the appropriate time.
