transportation issues

My husband and I have been separated since October 2002. The car I had been driving died and I have been without transportation for almost a year. My husband now has the car, parked in his driveway, and has not made much effort to fix it. I have been told that he is legally responsible for providing me with reliable transportation since I have the kids. Is this true and where can I find this in writing? He seems to think that it is not true and does not care that I don't have a vehicle. He just bought a 2001 Ford Ranger in June which he got away with even though we filed bankruptcy.

In the absence of a temporary custody order, the duties owed to children by parents are very general, and are reflected in Ohio Revised Code Chapter 3103.
